Can someone please confirm when a person is classified as a temporary worker?

I.e. if I am visiting a therapist for more than 24 hours a month for a year does that mean I have employed them as a temporary worker?

If a child care specialist comes to your house to provide therapy to your child, exceeding 24hrs per month for a year, does that mean I have employed them?
