Verbal Agreement on Transfer

I requested a transfer to our head office via my line manager for career advancement and personal reasons. I was informed by my manager that the process would be followed but that he would assist. I received feedback verbally that it was approved by the CTO and that HR would be involved to facilitate this transfer. It was then communicated to my co worker that she would need to get handover from me and I would need to train her in all aspects of my job. I formalized this in an E-mail with the handover plan and asked for a timeline so as to ensure I cover everything in time. I then receives verbal confirmation that I would start at hea office in Dec 2015. I was also given instruction on how to hand over with enough time for shadowing and also provided the reason as to why the 3 month period was needed. I was happy with this and once again confirmed all in mail a week later. I then received a call from my line manager saying that the dec date was not definite and the transfer was not yet approved and was sitting with his manager. I then mailed his manger and received no response, I sent another mail flagged as important and 3 days later got a response that he was meeting with HR the next day and give me feedback. 3 days later I do not have this feedback. My question is this : Can I hold them to the agreement ? based on the fact that I confirmed all in email and have read receipts, also given that they made arrangements in anticipation of this transfer with my coworker and given that not once did they mail me disputing anything I stated in the mails with reference to the conditions of the transfer. I have already made plans for my relocation by way of accommodation etc. Although I do not have a definite answer yet I want to know what my rights are and how should I proceede if the transfer is not upheld as I find that this is unfair to me.
