Introduction of 20.5% Pension fund contribution

Hi,

I work in a public entity and the board is our executive authority.

My contract stipulated that I was remunerated on a cost to company basis and must contribute 7.5% to a provident fund.

The board then took a decision to make it compulsory for all staff members to contribute 20.5% by 2019 April.

I did not agree to such nor was I consulted prior to the decision being made.

My question is, can the employer do that?

Isn't this tantamount to a demotion? as my "take home" salary will be less by a variance of 13%

What are avenues available to me?

Thanks
