Good day,

In the instance where an employer does not want to complete the UI19 or has not completed it timeously, you will have to go to the nearest Labour Center (department of labour) and lodge an inquiry.

The Labour Center will then ask for the particulars of your employment and accordingly authorize an inspector to do an inspection of your employer.   

Once completed the inspector will compel your employer to hand over the UI19.
