Can a court grant a divorce if I have a recommendation from the Family Advocate

I have been trying to get divorced for almost 2 years now. We got a family advocate involved and they gave us a recommendation. The lawyers set up a settlement agreement, but my ex is MIA and we can't get him to sign it. Will the court grant me a divorce without his signature based on the recommendation of the family advocate?
